UAE Visit Visa Rejected: Reasons, Refunds and What to Do Next

ICP and GDRFA Dubai publish no list of reasons for refusing a UAE visit visa. Here is what their own pages require, whether any money comes back, and what to do if your application does not go through.

The short answer: Neither GDRFA Dubai, which decides visas issued in Dubai, nor ICP, which decides them for the other six emirates, publishes a list of reasons for refusing a visit visa, and a refusal notice rarely gives one. What their pages do set out is what an eligible application needs: a passport valid for at least six months from the date of entry, a recent photo, the right sponsor for the purpose of the visit, insurance and a return ticket where the category asks for them, and no unresolved violation on the visitor's or the sponsor's file. The visa fee is not described as refundable. A security deposit, paid on some categories such as a relative's visa but not on the standard agency tourist visa, is refundable under ICP's rules once the visa is cancelled or the visitor leaves with no violation. You can reapply once the problem is fixed, and GDRFA Dubai's status tool lists an "Application for reconsideration" category for Dubai visas.

Why visit visas are refused

The authorities do not say. Their service pages list what an application must contain, and a refusal usually means the file did not meet one of those conditions, or the authority was not satisfied with the visit as described. Lists of "common rejection reasons" on other websites are not drawn from an ICP or GDRFA page, so treat them as guesses.

What you can control is the file itself. Across ICP's and GDRFA Dubai's visit visa pages, an application needs:

  • A passport valid for at least six months from the date of entry, as ICP's visa page and the government portal u.ae both state
  • A recent personal photo, clear and matching the passport
  • The right sponsor for the visit: a licensed travel agency, airline or hotel for a tourist visa, or a resident relative or friend who meets the sponsor rules for a family visit, with an active file
  • Proof of the relationship on a relative's visa, such as a birth or marriage certificate
  • Health insurance and a return ticket, which ICP lists as conditions for several categories
  • The correct fee, plus the deposit where the category has one
  • No unresolved violation, such as an unpaid overstay fine, on the visitor's passport or the sponsor's file

If the authority asks for a missing document instead of refusing outright, supply it within the deadline in the notice, or the application can be cancelled.

Past overstays and violations

A previous problem in the UAE, most often an overstay, can count against a new application, but neither authority publishes how, or for how long. Claims of a fixed ban, such as "five years", do not appear on any ICP or GDRFA page we checked, so treat them with caution. What GDRFA Dubai does publish is what happens to a deposit when a visitor breaks the rules: on one visit visa category it states that "the fines will be collected at the departure port, and the financial security amount will be forfeited."

Is the money refunded?

  • Visa fee: neither ICP nor GDRFA Dubai describes it as refundable when an application does not go through.
  • Agency-sponsored tourist visa: GDRFA Dubai's page states there is no security deposit on this visa, so there is nothing further to reclaim.
  • Relative or friend visa: these carry a refundable security deposit, from AED 1,000 depending on the category. ICP's page says the guarantee "may be refunded by submitting a request for refund after the visa has been cancelled or after the beneficiary has exited the UAE, provided that no residency violations have been committed." If the visa was never issued, ask the authority how to reclaim the deposit.

If you applied through an agency, its own service charge is separate from the government fee, so ask the agency what its terms say about a refusal.

Can you appeal?

Neither authority publishes step-by-step appeal instructions in English. GDRFA Dubai's online status tool lists "Application for reconsideration" as one of the types of request you can track, so a reconsideration route exists for Dubai visas, though its pages do not explain who can use it. ICP's contact page lists "Inquiries and Complaints". In practice, start with the sponsor who lodged the application, since most visit visas are filed by the agency, airline, hotel or relative rather than by the visitor.

What to do next

  1. Read the notice. If it asks for a document, supply it in time. If it shows the application closed, treat it as a decision.
  2. Check the status yourself, by file number with GDRFA Dubai or by passport number with ICP. Our UAE visa status check guide explains both.
  3. Go through the list above against what was submitted: passport validity, photo, sponsor, insurance, ticket, fee and deposit.
  4. Clear any fine or violation on the visitor's or the sponsor's file.
  5. Reapply with the problem fixed, through the same sponsor or a different one. A relative whose own file is the issue may not be the right sponsor this time, and a licensed agency's tourist visa does not depend on a relative's file.
  6. If you think the decision was wrong, contact GDRFA Dubai or ICP directly. No agency can overturn a refusal.

Refused boarding with a valid visa

An approved visa does not end the checks. Airlines confirm your documents before you board, and Emirates' guidance to passengers says "it's your responsibility to carry the proper travel documents." Carry the passport the visa was issued on, still valid for six months from your arrival, the visa itself, and your return ticket. A visa issued on an old passport, a name that does not match, or a passport close to expiry can still stop you at check-in or on arrival.

Why was my UAE visit visa rejected?

ICP and GDRFA Dubai do not publish refusal reasons, and notices rarely give one. Check the file against what their pages require: a passport valid for six months, a recent photo, the right sponsor, insurance and a return ticket where asked, the correct fee, and no unresolved violation.

Will I get my money back if my UAE visa is rejected?

The visa fee is not described as refundable. A security deposit, paid on some categories such as a relative's visa, is refundable under ICP's rules after the visa is cancelled or the visitor leaves with no violation. The standard agency tourist visa has no deposit.

Can I reapply after a rejection?

Yes. A new application is assessed on its own. Fix whatever caused the first one to fail, clear any fine, and reapply through the same sponsor or a different one.

How long after a rejection can I apply again?

Neither authority publishes a waiting period for a visit visa. Reapplying straight away with the same file usually gets the same answer, so change what was wrong first.

Is there an appeal for a refused UAE visa?

GDRFA Dubai's status tool lists an "Application for reconsideration" category for Dubai visas, though its steps are not published in English. For the other emirates, ICP takes inquiries and complaints through its contact page.

Can I be refused boarding with an approved visit visa?

Yes. Airlines check your passport, visa and return ticket before you board, and the traveller is responsible for carrying the right documents. A passport near expiry or a visa issued on a different passport can still cause problems.
