Montenegro Visa for UAE Residents: After the 2026 Waiver

Montenegro's 10-day waiver for UAE residents ran from May to 1 October 2026. Who can still enter without a visa, the Schengen, US and UK visa rule, and how to apply from Dubai.

The short answer: Montenegro's visa waiver for UAE residents was a summer scheme. It ran from 1 May to 1 October 2026 for people with at least three years' continuous UAE residence, flying direct from the UAE with a booked tour, for up to 10 days. No extension had been announced by 8 October 2026. Two routes are unaffected: holders of a valid Schengen, US, UK or Irish visa or residence permit can stay up to 30 days, and Emiratis can stay up to 90 days without a visa. Everyone else applies through the embassy in Abu Dhabi or VFS Global in Dubai or Abu Dhabi.

Kotor's walled old town, the fjord-like Bay of Kotor, Budva's beaches and the mountains of Durmitor are a five-hour flight from Dubai in summer. The 2026 waiver made Montenegro one of the season's most searched trips from the UAE, and much of what is online about it is now out of date.

The 2026 waiver for UAE residents

Under a government decision taken under Article 14 of Montenegro's Law on Foreigners, foreign nationals living in the UAE could enter without a visa between 1 May and 1 October 2026. The conditions, as reported by Khaleej Times and Gulf News in July and August 2026:

  • At least three years' continuous UAE residence
  • A direct flight from the UAE: travelling via another country disqualified you
  • A confirmed tour or hotel booking and a return ticket
  • A passport valid for the whole stay
  • A stay of no more than 10 days, which could not be extended, and no right to work or study

That window has closed. As of 8 October 2026, we had found no announcement of a 2027 season. A repeat next summer is possible, but do not plan on it until the government confirms it. We will update this guide if it does.

Entering with a Schengen, US, UK or Irish visa

This is the route most UAE residents can still use. According to Montenegro's own government website, holders of a valid Schengen, US, UK or Irish visa, or a residence permit from one of those countries, can enter, stay or transit for up to 30 days. If your visa expires sooner, your stay ends when the visa does.

The official wording says a "valid" visa and does not mention multiple entry, although some press reports describe it as a multiple-entry visa. If yours is single-entry, or already used, confirm with the embassy before you book. Visa rules by passport

  • Emirati citizens can stay up to 90 days without a visa.
  • India, Bangladesh, Sri Lanka, Egypt and the Philippines: a visa is needed unless you hold one of the Schengen, US, UK or Irish visas above. Egyptians lost an earlier temporary exemption in October 2025.
  • Pakistan: most sources say a visa is needed; confirm with the embassy.
  • Russia, Belarus, China, Saudi Arabia and Turkey: Montenegro announced in July 2026 that nationals of these countries will need visas from 1 November 2026, as part of aligning its rules with the EU. If you live in the UAE on one of these passports, check the new rules before you book.

How to apply for a Montenegro visa from the UAE

Montenegro has no e-visa or visa on arrival for nationalities that need a visa. Apply in advance through one of these:

  • The Embassy of Montenegro in Abu Dhabi, Al Mushrif (montenegrouae@mfa.gov.me)
  • VFS Global in Dubai, Wafi Mall
  • VFS Global in Abu Dhabi, The Mall at World Trade Centre

Expect to provide your passport, UAE residence, photos, travel insurance, a return ticket, hotel bookings and recent bank statements. Montenegro does not publish its fee and processing time in one place; travel guides quote about EUR 35 and two to four weeks. Confirm both with VFS Global when you book, and apply at least a month before you fly.

Getting from Dubai to Montenegro

flydubai flies direct from Dubai to Tivat, on the Bay of Kotor, in about five hours. It is a seasonal route: four flights a week in summer 2026, and Gulf News reported it running into October. We found no direct service from Abu Dhabi or Sharjah, and none to the capital, Podgorica. Outside the season you will need a connection through a European hub, which is also why the waiver insisted on a direct flight.

Frequently asked questions

Is Montenegro visa-free for UAE residents?

Not any more, unless you hold a valid Schengen, US, UK or Irish visa or residence permit, or an Emirati passport. The 10-day waiver for residents with three years in the UAE ran from 1 May to 1 October 2026.

Can Indians in Dubai visit Montenegro with a Schengen visa?
