Which Turkey visa you need depends on your passport, not your UAE residence. UAE nationals and most Europeans travel visa-free, and many other nationalities apply online for an e-visa, usually issued within minutes to a couple of days, with no appointment and no passport handed in. Indian and Pakistani passport holders can generally use the e-visa only with a valid visa or residence permit from a Schengen country, the US, the UK or Ireland, because UAE residence alone has not met the condition; without one, the route is a visa from the Turkish Consulate General in Dubai.
