Norway Visa from Dubai: VFS, EUR 90 Fee, Documents and Timeline
Emiratis need no visa; most expat residents pay online through Norway's UDI portal, then apply at VFS Global in Dubai or Abu Dhabi, where the Royal Norwegian Embassy decides. The EUR 90 fee plus EUR 20 VFS charge, three months of bank statements, and Svalbard's separate visa-free status.

The short answer: Emiratis don't need a visa for Norway: they can stay up to 90 days in any 180. Indian, Pakistani, Filipino, Egyptian, Bangladeshi and Sri Lankan nationals living in the UAE need a Schengen visa. You register and pay online on Norway's UDI application portal, then hand in your documents and biometrics at VFS Global in Dubai or Abu Dhabi, and the Royal Norwegian Embassy in Abu Dhabi decides. The visa fee is EUR 90 for adults, plus VFS's service fee of EUR 20. Processing takes at least 15 calendar days, and the checklist asks for three months of bank statements.
Oslo, the fjords around Bergen, and the northern lights over Tromsø and the Lofoten Islands in winter are why most UAE residents go. Norway issues Schengen visas, so a Norwegian visa also covers the other Schengen countries, as long as Norway is your main destination.

Who needs a visa for Norway
Whether you need a visa depends on your passport. UAE citizens have been able to visit Norway and the rest of the Schengen area without a visa since May 2015. They will need the EU's ETIAS travel authorisation once it starts; it hasn't yet, and the EU says it will announce the date several months ahead. If you hold a UAE passport along with another nationality, you must apply using that other passport if it needs a visa.
Indian, Pakistani, Filipino, Egyptian, Bangladeshi and Sri Lankan nationals need a Schengen visa, and so do most other nationalities living in the UAE. VFS's own guidance is direct about it: only nationals who are legal residents in the UAE can apply at its UAE centres, so you apply where you live, not at home.
Apply to Norway if it is your main destination, where you spend the most nights. Five nights in Oslo and the fjords, three in Stockholm, is a Norwegian application; the reverse is a Swedish one. See our Schengen visa guide for how the rule works.
The Abu Dhabi embassy reduced its Gulf visa capacity for several weeks earlier in 2026, and new Schengen applications couldn't be lodged at VFS centres in the UAE, Saudi Arabia or Qatar for a time. The embassy's UAE page now says visa operations are back to normal, but a notice like that can return with little warning, so check the embassy's own visa pages before you commit to firm travel dates.
How to apply from Dubai or Abu Dhabi
- Register and pay online on Norway's application portal, udi.no. Complete the Schengen application and pay the visa fee there first, then print and sign the form the portal generates, together with your payment receipt.
- Book a VFS Global appointment for Norway's visa service in the UAE.
- Attend your appointment at VFS in Wafi Mall, Dubai (first floor, Phase 5, Horus) or the World Trade Centre mall, Abu Dhabi (level B2, lower ground). You hand in your documents, give fingerprints and a photo unless yours were taken for a Schengen visa within the last 59 months, and pay VFS's service fee.
- Wait at least 15 calendar days. The embassy in Abu Dhabi reviews what VFS sends it and decides; it can't guarantee your passport back by a specific date, so don't book other trips around it.
Norway's Honorary Consulate in Dubai, in Damac Executive Heights, doesn't take Schengen visa applications: it's by appointment only, for other consular matters. Visa applications always go through VFS, in Dubai or Abu Dhabi.
Documents
The embassy's visa application checklist for the UAE, updated in August 2026, asks for:
- The signed application form printed from the UDI portal, and your payment receipt from the same portal
- Passport and a copy of the bio page, issued within the last ten years, with at least two blank pages, valid at least three months after you leave the Schengen area
- Copy of your UAE residence permit, valid at least three months after you leave the Schengen area. GCC nationals can use a UAE ID card valid for the same period instead.
- One recent photo, not older than six months, unedited
- Proof of your flight, a ticket or reservation, including the return flight
- Proof of accommodation: a hotel booking, proof you own or rent property in Norway, or written confirmation from your host or an inviting company that they'll cover it
- Proof you can afford the trip: pay slips, an international credit card with its statements, three months of your own bank statements, or a sponsorship form from your host
- Travel medical insurance with at least EUR 30,000 of cover for the whole trip and the whole Schengen area
- For tourism, a full travel itinerary: the places, dates, transport and hotels you've planned, and any travel companions
- One of the following, depending on your situation: an original letter from your employer stating your position, contract length, salary and the number of vacation days granted; your original trade licence if you're self-employed; or proof of enrolment and your student card if you're a student
All documents must be translated into English or Norwegian, printed on A4 paper without staples or pins, and dated within the last six months.
Visiting family or friends
Your host in Norway writes an invitation letter covering the whole of your stay, stating its purpose and length, your relationship, and who will pay for your travel and living costs. Norway also runs a digital sponsorship and invitation form, which your host signs online with Norwegian e-ID; a paper version is still available too. Once signed, it's valid for six months and covers one visit, so a host inviting you more than once needs a new form each time.
Children
A child travelling without both parents or legal guardians needs an original authorisation signed by the absent parent or guardian in front of a visa officer, or legalised, plus a copy of that parent's or guardian's passport. Embassies can refuse to process an application if a child's passport photo is out of date or doesn't match the child.
How much money you need to show
The UAE checklist doesn't set a daily amount or a minimum balance: it accepts pay slips, an international credit card with its statements, three months of your own bank statements, or a sponsorship form from your host. You may see a daily subsistence figure quoted elsewhere online: Norway's immigration directorate publishes different amounts on different pages, some say NOK 500 a day, others NOK 300 to NOK 1,300 depending on whether your accommodation is prepaid. None of this is specific to the UAE checklist, so don't rely on a single figure; showing three months of steady statements, or a sponsorship form, covers what VFS actually asks for.
Fees and processing time
VFS's Norway page for the UAE gives the visa fee in euros only; it doesn't publish a dirham figure for the fee itself, only for its own service fee. The embassy says amounts follow the exchange rate and can change without notice, and that all fees are non-refundable.

The embassy's minimum processing time is 15 calendar days after it receives your application. Moving documents between VFS and the embassy can add 7 to 10 days on top of that, and a case referred to Norway's Directorate of Immigration (UDI) can take up to 45 days. You can apply up to six months before you travel and no later than 15 days before; the embassy recommends applying at least four weeks ahead, and warns against buying flights or paying for hotels until your visa is granted.
If you're refused, you have three weeks from the day you, or your representative, receive the decision to appeal in writing, in Norwegian or English, quoting your case numbers. The embassy reconsiders first and either reverses its decision or forwards the appeal to UDI. If UDI also refuses, that decision is final, though you can always apply again.
At the border
Since April 2026, Norway and every other Schengen country register non-EU visitors in the EU's Entry/Exit System. Norway began phasing EES in from 12 October 2025, starting at Oslo's Gardermoen airport. On your first trip since it started, you give fingerprints and a photo at passport control instead of getting a stamp.
Flights from the UAE
- Emirates flies non-stop from Dubai to Oslo, in around seven hours.
- From Abu Dhabi or Sharjah, you connect through Dubai or a European hub.
Flights between the UAE and Europe were disrupted for much of 2026, so check your flight with the airline before you book, and make sure the reservation you submit matches your application dates.
