Luxembourg Visa from Dubai: VFS, EUR 90 Fee, Documents and Processing Time
Emiratis need no visa; most expat residents apply through VFS Global in Dubai or Abu Dhabi, and Luxembourg's own embassy in Abu Dhabi decides, not Belgium or the Netherlands. The EUR 90 fee, VFS's shifting dirham figures, the sponsorship form for family visits, and appeals.

The short answer: Emiratis don't need a visa for Luxembourg: they can stay up to 90 days in any 180. Indian, Pakistani, Filipino, Egyptian, Bangladeshi and Sri Lankan nationals living in the UAE need a Schengen visa. Luxembourg has its own embassy, in Abu Dhabi, and that embassy decides; it is not represented by Belgium or the Netherlands for UAE residents. Since 17 May 2023 the embassy has worked only through VFS Global, which runs the application centres in Abu Dhabi and Dubai. The visa fee is EUR 90 for adults. VFS's own UAE pages don't agree on the dirham amount, from AED 380 to AED 385 for the fee and AED 105.55 to AED 108.33 for VFS's service charge, so confirm the figure at the centre. Processing normally takes 15 calendar days, and the checklist asks for three months of bank statements or payslips.
Luxembourg City's fortified Old Town and the Bock Casemates sit above the Alzette and Pétrusse valleys, and Vianden's hilltop castle and the Moselle valley's vineyards are a short drive away. Luxembourg issues Schengen visas, so a Luxembourg visa also covers the other Schengen countries, as long as Luxembourg is your main destination.

Who needs a visa for Luxembourg
Whether you need a visa depends on your passport. UAE citizens have been able to visit Luxembourg and the rest of the Schengen area without a visa since May 2015. They will need the EU's ETIAS travel authorisation once it starts; it hasn't yet, and the EU says it will announce the date several months ahead.
Indian, Pakistani, Filipino, Egyptian, Bangladeshi and Sri Lankan nationals need a Schengen visa, and so do most other nationalities living in the UAE. EU rules say you apply in the country where you legally live, so UAE residents apply in the UAE, not at home.
Apply to Luxembourg if it is your main destination, where you spend the most nights, or, with an even split, the country whose external border you cross first. Three nights in Luxembourg City and the Moselle valley and two in Brussels is a Luxembourg application; the reverse is a Belgian one. See our Schengen visa guide for how the rule works.
Some small Schengen states have no mission of their own in the UAE and are represented by a neighbour for visas, as Belgium represents Luxembourg in countries where Luxembourg has no embassy. That isn't the case here: Luxembourg has its own embassy in Abu Dhabi, and it is the embassy, not Belgium or the Netherlands, that examines and decides a UAE resident's application. One Luxembourg government page, for the country generally rather than the UAE specifically, still lists the Consulate General of the Netherlands in Dubai as a second place to send a short-stay application, alongside the Abu Dhabi embassy. That conflicts with the embassy's own, more recently updated page, which names VFS Global as the only channel for short-stay applications and says the embassy no longer answers short-stay queries directly. If anyone tells you to apply at the Dutch consulate, confirm first with the embassy or VFS.
How to apply from Dubai or Abu Dhabi
- Fill in the Schengen application form, print it and sign it. For a child under 18 travelling without both parents, you also need a parental authorisation, signed in front of a visa officer or legalised.
- Book an appointment with VFS Global on its Luxembourg site for the UAE. VFS runs the Luxembourg visa centres in both Dubai and Abu Dhabi, and neither VFS nor the embassy publishes a rule tying you to the centre in your own emirate.
- Attend your appointment at VFS's centre in Wafi Mall, Dubai, or The Mall at the World Trade Centre, Abu Dhabi. You hand in your documents, give fingerprints unless you gave them for a Schengen visa in the last 59 months, and pay the fees. The embassy doesn't ask for a confirmed air ticket to apply.
- Wait, normally 15 calendar days. VFS only takes in the application; the Embassy of Luxembourg in Abu Dhabi decides.
The embassy's consular section has told applicants in writing that it will not answer short-stay visa questions: every short-stay query goes to VFS. Long-stay visas, for work, study or family reunification of more than 90 days, are still booked directly with the embassy's consular section by email, not through VFS.
Documents
VFS's checklist for a tourism or family and friends visit asks for:
- The signed Schengen application form
- Passport and a copy, with at least two blank pages, issued within the last ten years, valid at least three months after you leave the Schengen area, plus copies of any previous Schengen visas
- UAE residence visa valid at least three months after you leave the Schengen area; GCC nationals can use their Emirates ID instead
- One recent photo, 35mm by 45mm, colour, on a white background, pasted (not stapled) to the form
- A letter from your employer stating your position, contract length and salary, or your original trade licence if you're self-employed
- Proof of funds: salary or pension slips for the last three months, a bank letter on your account for the last three months, or a valid international credit card with bank statements
- Proof of accommodation: a hotel booking, proof you own or rent property in Luxembourg, or your host's confirmation that they're covering your stay
- Travel medical insurance with at least EUR 30,000 of cover for the whole Schengen area and your whole stay, including repatriation
- Return flight reservation and your full travel itinerary
Visiting family or friends
Your host in Luxembourg writes an invitation letter covering your stay. The stronger document is a sponsorship undertaking, the engagement de prise en charge, which your host signs and gets legalised at their local commune, or files online through MyGuichet.lu with a LuxTrust product or eID. Luxembourg's Bureau des passeports, visas et légalisations decides it within 15 calendar days, and it stays valid for six months, which is long enough to use it in your visa application. It isn't compulsory, but Luxembourg's own guidance says it can stand in for some of your own proof of funds if your host is covering part or all of your costs.
Children
A minor under 18 travelling without both parents needs an original authorisation signed by the absent parent or legal guardian, either in front of a visa officer or legalised, plus copies of both parents' passports and the child's birth certificate.
How much money you need to show
Luxembourg doesn't publish a daily amount for UAE applicants. What the checklist does ask for is three months of payslips or bank statements, or the sponsorship form from your host, so a steady income or a committed host matters more than one month's balance.

VFS says its fees follow the exchange rate and can change without notice, and that neither the visa fee nor its service fee is refunded if you're refused. The embassy's own page says a complete application is normally decided within 15 calendar days of receipt; VFS's UAE page says 2 to 3 weeks; and if the embassy needs more checks or documents, the embassy's page says this can extend to 45 calendar days. You can apply up to six months before you travel and no later than 15 calendar days before. The embassy recommends applying at least four weeks ahead, or six weeks from March to June, when demand is higher.
If you're refused, you can send a signed appeal letter within three months of the refusal notice to the Ministry of Foreign and European Affairs' Passport, Visa and Legalisation Office in Luxembourg, by post to 6, rue de l'Ancien Athénée, L-1144 Luxembourg, or by email to service.visas@mae.etat.lu. Separately, and within the same three months, you can challenge the refusal before Luxembourg's Administrative Tribunal, where a lawyer must file the case for you. We found no published fee for either route, but the visa fee itself is never refunded.
At the border
Since April 2026, Luxembourg and every other Schengen country register non-EU visitors in the EU's Entry/Exit System. On your first trip since it started, you give fingerprints and a photo at passport control instead of getting a stamp.
Flights from the UAE
- Etihad has announced its first flights to Luxembourg, three times a week nonstop from Abu Dhabi, starting in late October 2026. Etihad's announcement gave 29 October, and Luxembourg's trade office in Abu Dhabi has since given 26 October. Confirm with Etihad that the route has launched before you book.
- Luxair, Luxembourg's national airline, has cancelled its scheduled flights to and from Dubai because of the security situation in the Middle East, and hasn't announced a restart date.
- We found no current nonstop passenger service from Dubai, Abu Dhabi or Sharjah to Luxembourg beyond Etihad's new route. Until it starts, the practical option is a connection through a European hub such as Brussels, Amsterdam, Paris or Frankfurt. From Sharjah, you connect through Dubai or a European hub.
Flights between the UAE and Europe were disrupted for much of 2026, so check your flight with the airline before you book, and make sure the reservation you submit matches your application dates.
