Azerbaijan Visa for UAE Residents: e-Visa, Arrival Visa and Fees

The short answer: Emirati citizens can visit Azerbaijan visa-free for up to 90 days, under an exemption that took effect on 8 July 2023. Every other UAE resident has two routes in. If your passport is on Azerbaijan's own list of nationalities that can get a visa at the airport (it covers Qatar, Oman, Saudi Arabia, Bahrain, Kuwait, Japan, Indonesia, Iran, China, South Korea, Malaysia, Singapore and Turkey), you collect it on arrival at Baku. If it is not, but you hold a valid UAE residence visa, Azerbaijan's own embassy in Abu Dhabi states that you can still be issued a visa at Baku's international airports on the strength of that residence visa alone, whatever your nationality. Everyone else applies ahead of time for the ASAN e-visa at evisa.gov.az: USD 20 and about three working days for the standard service, or USD 50 within three hours for the urgent one, for a single-entry visa good for a 30-day stay within a 90-day window.

Baku is a short flight from Dubai, and the combination of a walled old city, Soviet-era boulevards and the Caspian coastline makes it a popular long weekend for UAE residents. Here is what each group actually needs, read on Azerbaijan's own government pages in October 2026.

Do UAE residents need a visa for Azerbaijan?

Most do, by passport, not by residence. Azerbaijan's rules are set nationality by nationality, so living in the UAE does not by itself change what your own passport needs, except through the residence-visa route described below.

Emirati citizens: Azerbaijan's parliament, the Milli Majlis, voted in May 2023 to extend the countries' visa-exemption agreement from diplomatic and official passports to ordinary civil passports, and Azerbaijan's state news agency Trend reported that citizens of both countries would be able to stay up to three months without a visa. Azerbaijan's state tourism board announced that the exemption took effect on 8 July 2023, for stays of up to 90 days. The embassy's own published lists have not caught up with it: both its "visa-free countries" page and its airport arrival-visa list (covered below) still treat UAE passport holders as needing an arrival visa. Check with Azerbaijan's embassy in Abu Dhabi or your airline before you fly.

Everyone else: applies for the ASAN e-visa in advance, gets a visa at Baku airport on arrival if their nationality is on Azerbaijan's own list, or, for UAE residents specifically, gets a visa at the airport on the strength of a valid UAE residence visa. None of the UAE's largest expat nationalities, Indian, Pakistani, Filipino, Egyptian, Bangladeshi or Sri Lankan, nor British passports, are on Azerbaijan's by-nationality airport-visa list, so for most UAE residents the choice is between the residence-visa route and the e-visa.

Visa on arrival at Baku's airports

Azerbaijan's embassy in Abu Dhabi publishes a list of "foreign countries whose citizens can be issued visas at the international airports of the Republic of Azerbaijan". On that list: Qatar, Oman, Saudi Arabia, Bahrain, Kuwait, Japan, Indonesia, Iran, China, South Korea, Malaysia and Singapore get a 30-day arrival visa, Turkey gets 60 days, and Israel gets 30 days. A separate note on the same page says only US citizens travelling on the New York to Baku flight qualify for a 30-day arrival visa.

The same page carries one more line, and for most UAE residents it matters more than the nationality list above:

"Holders of resident visa of the United Arab Emirates can be issued visa at the international airports of the Republic of Azerbaijan."

The page does not add a nationality restriction to that line, a minimum validity period on the UAE residence visa, or a separate fee and stay length for this route. It is issued, like the by-nationality arrival visas, through the ASAN Visa system at the airport, run by Azerbaijan's State Agency for Public Service and Social Innovation, with payment through the linked ASAN Payment system. Because the embassy's page does not spell out the fee or length of stay for this specific route, confirm the amount and the stay you are given at the airport counter, and carry evidence of your UAE residence alongside your passport.

The ASAN e-visa

The alternative, and the only route for a passport that is on neither the visa-free nor the airport-visa list, is the ASAN e-visa at evisa.gov.az, run by the same State Agency for Public Service and Social Innovation. The agency's own description, published through Azerbaijan's missions abroad, puts it plainly:

1. Apply at evisa.gov.az, with your passport and travel details.
2. Choose standard or urgent processing: the standard e-visa is issued within 3 working days for a state fee of USD 20; the urgent e-visa is issued within 3 hours, including on holidays and non-working days, for USD 50.
3. Pay online as part of the application.
4. Receive the e-visa once it is approved, and print it to carry with your passport.

The e-visa is single entry, allows a stay of up to 30 days, and is valid for 90 days from the date it is issued. Electronic visas are issued only to nationals of the countries on the portal's own eligibility list, published at evisa.gov.az/en/countries. Check your own passport on that list before you apply.

Passport validity and what to carry

• Passport validity: UK government travel advice for Azerbaijan asks visitors for a passport valid at least six months after their arrival date, with at least two blank pages, and separately notes that border officials check that the passport is valid for three months beyond the date the visa expires.
• Entry by air only: the same advice says you can only enter Azerbaijan by air without restriction; land and sea entry is limited.
• At the border: carry the printed e-visa (if you used one) with your passport, and your Emirates ID if you are using the UAE residence route.

Staying longer: registration, extensions and overstays

Azerbaijan's State Migration Service states that a foreigner or stateless person staying more than 15 days must be registered at their place of residence. UK government travel advice gives the same figure independently, and adds that a stay can be extended by applying to the State Migration Service at least three days before the permitted stay ends, and that overstaying can lead to a 48-hour departure order and a fine of 300 to 400 manat. Confirm the current registration and extension process with the State Migration Service (migration.gov.az), or ask your hotel.
