Azerbaijan is one of the easiest real trips you can take from Dubai — three hours in the air, a medieval walled city on the Caspian, and a visa process that for most people takes minutes rather than weeks.

Here is what UAE residents actually need in 2026, and what it costs.

Do UAE residents need a visa for Azerbaijan?

Most do, but it is a light requirement rather than a real obstacle. Azerbaijan runs two straightforward routes, and which applies depends on your passport:

  • Visa on arrival at Baku airport — available to a range of nationalities, including UAE residence permit holders under the arrangements Azerbaijan has extended to residents of the Gulf. You obtain it at the airport on landing.
  • ASAN e-visa — applied for online in advance, typically processed within three working days. There is an urgent option that turns it around considerably faster for a higher fee.

UAE nationals are visa-exempt and can travel without either.

Our advice for most travellers: take the e-visa even if you qualify for visa on arrival. It costs about the same, removes any doubt at check-in, and means you are not standing in an arrivals queue after a late-evening flight. Airlines occasionally query visa-on-arrival eligibility at the departure gate, and an e-visa printout ends that conversation.

How to apply for the ASAN e-visa

  1. Apply through the official ASAN Visa portal.
  2. Upload your passport bio page and enter your travel dates.
  3. Pay by card.
  4. Receive the e-visa by email, normally within three working days.
  5. Print it, or keep it accessible offline. Carry it with your passport.

The standard e-visa is single entry and permits a stay of up to 30 days, valid for 90 days from issue. If you plan to leave and re-enter — a side trip to Georgia is a common one — check whether you need a second application.

As with Turkey, there are unofficial sites that resell the same government form at several times the price. Use the official portal or an agency you already trust.

What does an Azerbaijan visa cost?

The standard ASAN e-visa fee is modest — it is one of the cheaper visas available from the UAE — with an urgent-processing option costing more. Visa on arrival at Baku is priced comparably.

Fees are set in Azerbaijani manat and revised periodically, so confirm the current amount on the official portal rather than relying on a figure in an article.

Documents you need

Refreshingly little for the e-visa route:

  • Passport valid at least three months beyond your intended departure from Azerbaijan, with a blank page
  • A scan of the passport bio page
  • Your travel dates
  • A payment card

No bank statements, no employment letter, no hotel bookings required for the application itself. Border officers may still ask about your accommodation and return flight on arrival, so have those to hand — but they are not part of the submission.

When to go

Baku's appeal is that it is genuinely different from Dubai in climate as well as character.

  • April to June — mild, green, and the most comfortable overall
  • September to October — warm days, cool evenings, fewer crowds
  • July and August — hot, though far milder than Dubai, and popular with Gulf visitors
  • December to February — genuinely cold, with snow in the mountains. If you want winter, this is three hours away.

What people actually do there

Baku packs a lot into a small area: Icherisheher, the walled old city, sits directly beneath the Flame Towers, so medieval and hyper-modern are within one photograph of each other. The Heydar Aliyev Center is worth seeing even if you do not care about architecture.

Beyond the capital, Gobustan has prehistoric rock carvings and mud volcanoes within an easy day trip, and Quba and Gabala put you in the Caucasus mountains within a few hours' drive.

A practical note for Gulf residents: Azerbaijan is substantially cheaper than the UAE for food, taxis and accommodation, which makes a short trip go further than the flight time suggests.
