Estonia Visa from Dubai: VFS, AED 375 Fee, Documents and Processing Time
Emiratis need no visa; most expat residents apply through VFS Global in Dubai or Abu Dhabi, and Estonia's own embassy in Abu Dhabi decides. The AED 375 fee plus AED 68 VFS charge, the EUR 70 a day funds rule, and the limited-services notice running since March 2026.

The short answer: Emiratis don't need a visa for Estonia: they can stay up to 90 days in any 180. Indian, Pakistani, Filipino, Egyptian, Bangladeshi and Sri Lankan nationals living in the UAE need a Schengen visa. Estonia has its own embassy in Abu Dhabi, which decides every application, and VFS Global takes applications on its behalf in Dubai and Abu Dhabi. No other Schengen country decides for Estonia here. The visa fee is AED 375 for adults, plus a VFS service fee of AED 68. Processing usually takes 15 calendar days. Since 26 March 2026, VFS's Estonia pages for the UAE say the visa centres are running with limited services because of the regional situation, with priority for family members of EU and Estonian citizens; that notice was still on VFS's Estonia page on 9 October 2026, so confirm the current position before you plan around it.
Tallinn's medieval Old Town, with its city walls, Gothic spires and cobbled squares, is the main draw, along with the forests, bogs and islands of Lahemaa National Park and Estonia's reputation as one of Europe's most digital countries. Estonia issues Schengen visas, so an Estonian visa also covers the other Schengen countries, as long as Estonia is your main destination.

Who needs a visa for Estonia
Whether you need a visa depends on your passport. UAE citizens have been able to visit Estonia and the rest of the Schengen area without a visa since May 2015. They will need the EU's ETIAS travel authorisation once it starts; it hasn't yet, and the EU says it will announce the date several months ahead.
Indian, Pakistani, Filipino, Egyptian, Bangladeshi and Sri Lankan nationals need a Schengen visa, and so do most other nationalities living in the UAE. EU rules say you apply in the country where you legally live, so UAE residents apply in the UAE, not at home.
Apply to Estonia if it is your main destination, where you spend the most nights. Five nights in Tallinn and Tartu and two in Riga is an Estonian application; split your nights evenly between Tallinn and Riga and you apply to whichever country you enter first. Some small Schengen states have no mission of their own in the UAE and are represented by another Schengen country's embassy there. Estonia isn't one of them: VFS Global describes itself as "the official partner of the Embassy of Estonia in United Arab Emirates", and the Estonian foreign ministry's own list of missions that handle visa applications names the Abu Dhabi embassy. Every UAE application for an Estonian visa is decided in Abu Dhabi.
This guide covers the short-stay Schengen tourist visa only. It has nothing to do with Estonia's e-Residency digital ID, which doesn't let you travel or live in Estonia, or its separate Digital Nomad Visa for remote workers, which is a long-stay residence permit with its own income and paperwork rules.
How to apply from Dubai or Abu Dhabi
- Fill in the Schengen application form online at Estonia's application portal, eelviisataotlus.vm.ee, then print and sign it. For a child, the form needs the signature of a parent or legal guardian.
- Book an appointment with VFS Global on its Estonia site for the UAE. VFS also offers a paid "visa at your doorstep" service that submits your application from your home or office if you'd rather not travel to a centre.
- Attend your appointment at VFS's joint visa centre in Wafi Mall, Dubai, or the World Trade Centre mall, Abu Dhabi. You hand in your documents, give fingerprints unless you gave them for a Schengen visa in the last 59 months, and pay the fees in cash (AED) or by card.
- Allow at least 15 calendar days. VFS forwards your file to the Embassy of Estonia in Abu Dhabi, and the embassy decides.
The embassy itself, at Etihad Towers, Office Tower 3, Abu Dhabi, handles passports, notarial work and the visa decision rather than visa submissions; you apply through VFS, not at the embassy counter. Since 26 March 2026, VFS's news page for Estonia in the UAE has said the visa centres are operating with limited services "due to the ongoing situation", with priority given to applications from family members of EU or Estonian citizens, who may attend without a prior appointment. Other applicants are still being accepted, but should expect this to affect appointment availability and waiting times. The notice was still on VFS's Estonia page on 9 October 2026, so email the embassy at consul.abudhabi@mfa.ee or check VFS directly before you commit to travel dates.
Documents
VFS's tourism checklist for Estonia in the UAE asks for:
- The signed application form
- Passport and a copy of the bio-data page, issued within the last ten years, with at least two blank pages, valid at least three months after you return. For a minor, the application is signed by a legal guardian, with a certified birth certificate or custody documents
- One recent colour photo, 35 x 45mm, on a white background, with no software alterations
- Valid UAE residence visa, valid at least three months after you return, with a copy
- Travel medical insurance covering the whole Schengen area and your whole stay, with at least EUR 30,000 of cover, including medical repatriation. The insurer must be incorporated in the EU, or a UAE company working with an EU-based insurer.
- Proof of accommodation for your whole stay: a hotel booking, or proof of property you own in Estonia. If you're staying with family or friends, their invitation letter covers this instead.
- Return flight reservation to and from Estonia
- A full travel itinerary with a day-by-day schedule
- Verifiable evidence of sufficient means for your stay, matched to your situation (see below)
Visiting family or friends
Your host in Estonia writes a signed invitation letter giving their full name, address, contact details, the purpose and length of your visit, how you're related, proof of that relationship where it applies, and details of your accommodation. If your host isn't an Estonian citizen, they also attach a copy of their passport or residence permit. VFS's checklist asks the host to send the digitally signed invitation directly to the embassy by email, at consul.abudhabi@mfa.ee, rather than hand it to you to submit.
Children
A child needs their own birth certificate, in English or Estonian, legalised or apostilled unless a treaty says otherwise. A child under 16 travelling without both parents, or travelling alone, needs a consent letter from the absent parent or legal guardian, either signed in front of a visa officer or legalised in advance, plus a copy of that parent's or guardian's passport.
How much money you need to show
VFS's checklist asks for proof of at least EUR 70 for each day of your stay in Estonia. How you show it depends on your situation: employees submit an employer's letter, no more than a month old, plus three months of personal bank statements; the self-employed submit a UAE trade licence plus three months of statements; retirees submit three months of statements, or proof of regular income from property or a business; students and the unemployed rely on a sponsor's three months of bank statements along with a sponsorship letter. All bank statements have to be originals with the bank's stamp and signature.

VFS says these fees follow the exchange rate and can change without notice, and that no fee is refunded, win or lose. Under the EU's common rules, a decision is due within 15 calendar days, extendable to 45 in individual cases when more checks are needed; VFS's own guidance for Estonia asks applicants to submit at least 15 to 20 days before travel to allow for this. You can apply up to six months before you travel.
If you're refused, you can appeal to Estonia's Ministry of Foreign Affairs in Tallinn within 10 days of receiving the decision, a deadline the ministry says cannot be extended. The appeal costs EUR 160, and the ministry aims to decide within 30 days. If the refusal is upheld, you can take the case to Estonia's administrative court within a further 10 days; the court's own fee isn't published on the ministry's page, so confirm it with the court before you file.
At the border
Since April 2026, Estonia and every other Schengen country register non-EU visitors in the EU's Entry/Exit System. On your first trip since it started, you give fingerprints and a photo at passport control instead of getting a stamp.
Flights from the UAE
- flydubai began direct flights from Dubai to Riga, the Latvian capital, in December 2025. Riga is about four and a half hours from Tallinn by bus or train.
- flydubai has said Tallinn will follow, but its launch date has slipped before, so check flydubai's live schedule before you assume the route is flying.
- We found no confirmed nonstop flight between the UAE and Tallinn at the time of writing. From Abu Dhabi or Sharjah, connect through Dubai, or fly via a European hub.
Flights between the UAE and Europe were disrupted for much of 2026, so check your flight with the airline before you book, and make sure the reservation you submit matches your application dates.
