Mexico Visa from Dubai: Who Is Exempt, the SAE, and the Abu Dhabi Embassy Route
Emiratis and British/Western passports don't need a Mexican visa. Indian, Pakistani, Filipino, Egyptian, Bangladeshi and Sri Lankan residents need a valid US, UK or Schengen visa, or a visa from the Abu Dhabi embassy; the SAE electronic authorisation doesn't cover them.

The short answer: Emiratis don't need a visa for Mexico: the two countries waive visas for each other's ordinary passport holders, for stays of up to 180 days. British nationals and most other Western passport holders are also visa-free, because their country is on Mexico's own exempt list. Indian, Pakistani, Filipino, Egyptian, Bangladeshi and Sri Lankan nationals are not on that list. They can skip a Mexican visa only if they hold a valid US, Canadian, UK, Japanese or Schengen visa (or a permanent resident card from one of those); otherwise they apply for a visitor visa at the Embassy of Mexico in Abu Dhabi, which says it is the only office authorised to issue Mexican visas in the UAE and Iraq. Mexico's electronic authorisation (SAE) will not help here: as of October 2026 it is open only to Brazilian, Russian, Turkish and Ukrainian passports.
Mexico City's historic centre, Teotihuacán's pyramids and the beaches of the Riviera Maya are a long way from Dubai: Emirates flies there with one stop, in Barcelona. Because the rules split sharply by passport, and because online guides mix up two different schemes, this is one to get right before you book.

Who needs a Mexico visa
Mexico decides this by passport, not by where you live, so a UAE residence visa makes no difference on its own.
- Emiratis: visa-free. A Mexican government order published in the Diario Oficial de la Federación removed the visa requirement for UAE ordinary passport holders, in force since 31 October 2018, and the UAE's own embassy in Mexico City describes the exemption as mutual, for stays of up to 180 days. The Embassy of Mexico in the UAE's own visa page confirms Emirati citizens do not need a visa to travel to Mexico.
- British nationals, and other Western passport holders: visa-free. Mexico's consulates publish a list of countries and territories whose citizens can visit for up to 180 days without a visa, for tourism, business or transit; it includes the United Kingdom, the United States, Australia, New Zealand, Japan, Singapore, Hong Kong and every Schengen country. The UAE itself is handled separately, through the bilateral exemption above, not through this list.
- Indian, Pakistani, Filipino, Egyptian, Bangladeshi and Sri Lankan nationals: not on either list. You need either a qualifying foreign visa (below) or a Mexican visitor visa from Abu Dhabi.
Enter without a Mexican visa on a US, UK, Canadian, Japanese or Schengen visa
Mexico lets visitors of any nationality skip its own visa if they already hold a currently valid visa issued by the United States, Canada, Japan, the United Kingdom or a Schengen country, for tourism, business or transit, for up to 180 days. A valid permanent resident card from any of those same places works the same way. This is the route most Indian, Pakistani, Filipino, Egyptian, Bangladeshi and Sri Lankan residents of the UAE will use if they already travel to the US, the UK or Europe.
Two things to check before you rely on it:
- It must still be valid, not just previously held. An expired US or Schengen visa does not count.
- Some consulates read the rule more strictly than others. Mexico's consulate in London asks for a visa that allows multiple entries and stays valid for your whole trip to Mexico, and excludes temporary UK residence, such as a student, Skilled Worker or spouse visa. Mexico's consulate in Vancouver, by contrast, only asks that the foreign visa be valid. Because readings differ, confirm with the Embassy of Mexico in Abu Dhabi, or with your airline at check-in, that your particular visa qualifies.
An ETA, such as the UK's, is not treated as a visa for this purpose, so it does not qualify you on its own.
The SAE electronic authorisation: not for most UAE residents
Mexico runs a separate online scheme called the Sistema de Autorización Electrónica (SAE), applied for at visaelectronica.sre.gob.mx. It is easy to confuse with a general e-visa, but as of October 2026 it is open only to citizens of Brazil, Russia, Turkey and Ukraine who are flying into Mexico; it does not cover arrivals by land or sea. Brazil was added on 5 February 2026, with a single-entry authorisation valid 180 days; Mexico's embassy pages for Russian, Turkish and Ukrainian applicants describe similar terms, though one official page gives a shorter, 30-day validity, so check the figure that applies to your nationality on the portal itself.
It does not apply to Indian, Pakistani, Filipino, Egyptian, Bangladeshi or Sri Lankan passports, or to any Gulf nationality. If you hold one of those passports, the SAE will not let you board; you need the foreign-visa exemption above or a Mexican visitor visa.
How to apply at the Embassy of Mexico in Abu Dhabi
The visitor category that covers most UAE residents' holidays and short business trips, without permission to work for pay, allows a stay of up to 180 days.
- Book an appointment through the embassy's own online appointments system. The embassy does not give visa appointments or visa information by phone, by email or to walk-in visitors. If Abu Dhabi does not appear as an option, the calendar is fully booked; the embassy's own guidance is to check again the next working Friday after 5pm.
- Attend in person at the embassy: Villa 16, Dr. Mohamed Saeed Al Badi Al Dhaheri Street, Bain Al Jessrain (Rabdan), Abu Dhabi. The embassy says it is the only office authorised to issue Mexican visas in the UAE and Iraq, so applications do not go through an outsourced visa centre.
- Pay the fee in cash, in AED, in the exact amount requested, on the day of your appointment. The embassy's published fee schedule does not list the current visa amount publicly, so confirm it when you book; it is not refundable.
- Wait for a decision. The embassy says immigration authorities can take one to ten working days, and advises against booking or buying flights until you have been notified that your visa has been issued.
The embassy's own site says plainly that it does not work with intermediaries for priority appointments or faster processing, and that it is the only entity authorised to issue Mexican visas in the UAE and Iraq.
Documents
Mexico's visitor-visa category generally asks for:
- A valid passport, original, plus a copy
- Proof of your legal stay in the UAE, such as your residence visa or Emirates ID, since you are not applying in your country of nationality
- The signed application form and a recent photo
- One of three grounds: economic solvency, ties to home (arraigo), or an invitation from an organisation or institution. For solvency, bank statements or other proof of funds must be in your own name; the embassy says statements from a third party or a company are not accepted, even if you own that company.
- Your flight itinerary and hotel booking, or your host's address if you are staying with family or friends
Mexican consulates set their own minimum bank balance for the solvency route, and it is not published on the Abu Dhabi embassy's public pages, so ask for the current figure when you book your appointment rather than relying on a third-party estimate.
Entry formalities: the FMM and arrival
Every visitor needs a Forma Migratoria Múltiple (FMM), Mexico's entry form, but flying in means you no longer fill it out in advance. At major airports, including Mexico City's Terminal 1 and 2, ordinary e-passport holders over 18 travelling for tourism can use the automated immigration gates (Filtros Migratorios Autónomos): after a biometric check, a ticket with a QR code prints out, which you scan to download the digital FMM, and you keep it until you leave the country. Everyone else goes through a staffed counter, where an officer checks your passport and sets your authorised length of stay; you can then download the same digital form through the QR code or the INM's online portal.
Mexico's immigration law lets officers ask for more than a passport: a return or onward ticket, your hotel booking or host's address, and evidence that you can cover your stay. Meeting the paperwork does not guarantee entry; the decision is the officer's. The passport itself only needs to stay valid through your time in Mexico, though airlines and many guides still recommend at least six months' validity as a safer margin.
What goes wrong
- Assuming UAE residence is enough. It is not. Mexico looks at your passport, so an Indian, Pakistani, Filipino, Egyptian, Bangladeshi or Sri Lankan national living in the UAE is treated the same as one living anywhere else.
- Mixing up the SAE with a general e-visa. It only covers Brazilian, Russian, Turkish and Ukrainian passports; everyone else looking for an online shortcut will not find one.
- Relying on an expired or single-purpose foreign visa. The US, UK or Schengen visa you use to skip a Mexican visa has to be currently valid, and some consulates also require it to allow multiple entries and to cover your whole trip.
- Using a visa agent who claims to speed up the embassy's process. The Embassy of Mexico in Abu Dhabi says it does not work with intermediaries.
- Booking flights before the visa is issued. The embassy itself warns against this, given a processing window of up to ten working days.
Flights from the UAE
- Dubai to Mexico City: Emirates flies via Barcelona, a routing it chose because Mexico City's airport sits high above sea level, which limits what a fully loaded long-haul jet can carry non-stop. Check Emirates' current timetable for the days it flies.
- From Abu Dhabi or Sharjah: check the current timetables.

Frequently asked questions
Do UAE residents need a visa for Mexico?
It depends on your passport. Emiratis and holders of passports already on Mexico's visa-free list, including British nationals, do not.
