Russia Visa from Dubai: Visa-Free for Emiratis, the 30-Day E-Visa and Consular Visas
Emiratis visit Russia visa-free for 90 days. Indian and Filipino residents can use the 30-day e-visa, issued in four days; Pakistani, Bangladeshi, Sri Lankan and Egyptian nationals need a consular tourist visa.

The short answer: Emiratis can visit Russia without a visa for up to 90 days in any 180. Most other UAE residents need a visa, and which kind depends on their passport. Indian and Filipino nationals, along with most EU and several Gulf and Asian nationalities, can apply online for Russia's unified e-visa: a single entry, a stay of up to 30 days, issued within four calendar days. Pakistani, Bangladeshi, Sri Lankan and Egyptian nationals are not on the e-visa list, and neither are British or American passport holders. They need a regular tourist visa from the Russian consulate in Dubai or the embassy in Abu Dhabi.
Moscow's Red Square, the Hermitage and the canals of St Petersburg, Kazan's kremlin and the Black Sea at Sochi are about five and a half to six hours' flight from the UAE, with no time-zone jet lag to speak of. Here is what each group of UAE residents needs.

Visa-free travel for Emiratis
The UAE and Russia have had a reciprocal visa waiver since 17 February 2019. According to the UAE Ministry of Foreign Affairs, Emirati citizens with any type of passport can stay up to 90 days in any 180-day period, as long as they are not going to work, study or live there. The passport must be valid for at least six months.
Russia has been piloting an app, RuID, for visitors from visa-free countries to register before they arrive. Reports in 2026 conflict on whether it has become compulsory, and some Russian embassies have called it voluntary. Emiratis should check with their airline or the Russian embassy in Abu Dhabi shortly before flying.
The unified e-visa
Russia's Consular Department lists 64 countries whose nationals can apply for the e-visa. Among the passports common in the UAE, the list includes India and the Philippines, Saudi Arabia, Kuwait, Oman, Bahrain, Jordan, Indonesia, Malaysia, Vietnam, China, Japan, Singapore, Turkey and most EU countries. It does not include Pakistan, Bangladesh, Sri Lanka, Egypt, the UK or the US. Eligibility goes by nationality; your UAE residence neither helps nor hurts.
- Apply on the official portal, evisa.kdmid.ru, at least four days before you travel. Copycat sites charge more for the same visa.
- Stay: since 23 August 2025, an e-visa is valid for 120 days from issue and allows a single stay of up to 30 days. Before that it was 16 days.
- Purpose: tourism, business, a guest visit, or a cultural, scientific or sporting event
- Documents: a passport valid for at least six months and a photo. No invitation or hotel booking is needed.
- Fee: widely reported as about USD 52, invoiced in dirhams or yuan. You pay with a card issued outside Russia, and the fee is not refunded if you are refused.
- Insurance: medical insurance valid in Russia is a stated condition, so carry a policy that covers it
You must enter and leave through the border crossings approved for e-visas. They include all three of Moscow's main airports (Sheremetyevo, Vnukovo and Domodedovo), St Petersburg's Pulkovo, Kazan and Sochi.
The regular tourist visa for other passports
If your passport is not on the e-visa list, you apply for a regular tourist visa through the Russian consulate-general in Dubai or the embassy in Abu Dhabi. The key document is a tourist confirmation (sometimes called an invitation) issued by a hotel or tour operator in Russia that is listed in the federal register of tour operators. A plain hotel booking is not enough. Expect to provide:
- A passport valid for at least six months, the application form and a photo
- Your UAE residence visa and Emirates ID
- The tourist confirmation from Russia
- Medical insurance valid in Russia for your whole stay
- Recent bank statements and an employer letter, if the consulate asks for them
Processing times quoted by agencies range from a few days to about two weeks, and the consulate's own requirements change. Check the current checklist with the consulate before you book flights.
Money, registration and practical tips
- Cards: Visa and Mastercard cards issued outside Russia stopped working there in March 2022, and travellers report that this was still the case in 2026. Plan to bring enough cash for the trip and change it at a bank in Russia.
- Registration: every foreign visitor must be registered at their place of stay within seven working days. Hotels do this for you; if you stay in a flat, ask your host.
- For Indians: Russia and India have discussed visa-free travel for tourist groups, but no agreement was in force by our last check. Indian nationals still use the e-visa.
Flights from the UAE
Emirates flies from Dubai to Moscow Domodedovo, and flydubai to Moscow Vnukovo. Aeroflot restarted its Moscow Sheremetyevo service to Dubai in June 2026, and Etihad flies from Abu Dhabi to Sheremetyevo. Non-stop flights take about five and a half to six hours. Schedules to St Petersburg and Kazan vary by season, so check with the airline before you book.
