UAE Visa for GCC Residents: Rules, Fee and How to Apply
Expats living in Saudi Arabia, Kuwait, Qatar, Bahrain or Oman apply online for the UAE's entry visa for GCC residents before they travel. Here are the conditions, GDRFA Dubai's fee, the 30-day stay and the fallback if you don't qualify.

The short answer: a residence permit in Saudi Arabia, Kuwait, Qatar, Bahrain or Oman does not by itself let you into the UAE. Expats living there apply online, before travel, for the UAE's entry visa for GCC residents. The government portal u.ae says the permit is valid for 30 days from issue, allows a stay of 30 days from entry, and can be extended once for 30 days. Your GCC residence must be valid for at least one year from arrival, your passport for at least six months, and your profession must be on the approved list. GDRFA Dubai's page prices it at AED 252.50 with 48 hours to process. GCC citizens need no visa at all. If your own passport already gets a visa on arrival, or your profession is not on the list, the standard visit visa is the other route.
The UAE and its Gulf neighbours share borders, flights and a lot of family ties, but not one visa. A Saudi iqama, a Kuwaiti civil ID or a Qatari residence card is not a UAE visa, so it pays to know which route applies before you book a flight or drive to Dubai for a long weekend.

GCC resident or GCC citizen?
This guide is for GCC residents: people of any nationality who live in Saudi Arabia, Kuwait, Qatar, Bahrain or Oman on a residence permit. GCC citizens are different. u.ae says citizens of GCC countries "do not require a visa or permit or to be sponsored by a national or resident in the UAE", and enter on their GCC passport or national ID card.
Your own passport still matters. The GCC resident visa is for everyone else: an Indian engineer in Riyadh, a Filipino nurse in Kuwait, a Pakistani accountant in Muscat.
Who qualifies
u.ae and GDRFA Dubai's service page, "Issuance of an Entry Visa for Residents of the GCC Member States and Their Accompanying Persons", set these conditions:
- A valid GCC residence permit, with at least one year left from your arrival date, u.ae says.
- A passport valid for at least six months from arrival.
- An approved profession. GDRFA Dubai's page says the applicant's profession "must fall within the list of professions approved for the issuance of the visa, subject to assessment by the competent authority". The list is not published.
- No restriction preventing entry to the UAE.
GDRFA Dubai's page says the visa also covers the applicant's family members and domestic workers who live with them.
Fee and documents
Through Dubai, GDRFA Dubai's fee table lists an application fee of AED 100, an issuance fee of AED 100 and a service fee of AED 52.50, a total of AED 252.50. ICP's pages do not publish a separate figure for the other six emirates, so check the fee on smartservices.icp.gov.ae when you apply.
GDRFA Dubai asks for:
- A recent colour photo on a white background (see our UAE visa photo guide)
- A certified copy of the passport, including the outer cover, valid for at least six months
- A copy of the GCC residence permit, or an electronic extract, showing your profession and its validity
How to apply
Through Dubai: register on GDRFA Dubai's smart services at smart.gdrfad.gov.ae, choose the GCC resident entry visa, fill in the form, upload the documents and pay. GDRFA Dubai says the approved visa is sent by email, and gives 48 hours to process.
Through the other emirates: apply to ICP on smartservices.icp.gov.ae or its app, under the entry permit for GCC residents.
Either way, get the visa approved before you leave. It is not issued at the border.
At the border
Carry the passport you applied with, your GCC residence permit or ID, and the approved visa. GDRFA Dubai's terms say entry will be refused if the GCC residence turns out to be expired or cancelled, or if your profession has changed since the visa was approved, so check your residence document is current before you travel.
Driving in
Dubai's government portal, dubai.ae, names Hatta as "the primary land entry point to Dubai" from Oman, and says that "GCC residents may require a visa depending on nationality". GDRFA Dubai's GCC resident visa covers land ports as well as air and sea, so apply before you set off. Towards Saudi Arabia, the crossing ICP names is Ghuwaifat, in the west of Abu Dhabi emirate. Stay, extension and overstay
u.ae gives the GCC resident visa a 30-day stay from entry, extendable once for 30 days. Extensions go through GDRFA Dubai's or ICP's extension services, covered in our UAE visit visa extension guide. If you don't qualify: the standard visit visa
If your profession is not on the list, your GCC residence has less than a year to run, or you need a longer stay, apply for a standard UAE visit visa instead, which people also call a tourist visa. A single GCC tourist visa?
A unified Gulf tourist visa, covering the UAE and its five neighbours on one permit, has been under discussion for some years. As of October 2026, no fee, validity or application process has been published on u.ae or the GCC Secretariat's site, gcc-sg.org. Until it is, use the routes above.

Yes, but you need the UAE's GCC resident visa approved before you set off, since it covers land ports too. Hatta is the main crossing into Dubai from Oman, and Ghuwaifat is the crossing towards Saudi Arabia.
What if my profession is not on the approved list?
Apply for a standard UAE visit visa instead. It does not depend on your GCC residence or profession, and comes in 14, 30, 60 and 90-day versions, plus a 90-day multiple-entry visa.
